WEBINAR| Land Use Transport Interaction (LUTI) Modelling - Practical Applications |Oct 2020
Following on from the highly successful LUTI Webinar in September, AITPM are now delving into the details of three different LUTI models recently developed in Australia, each using a recent project to highlight their benefits.
The speakers for this webinar have been involved in both the development of the models and their implementation on real projects. Renan Grace (KPMG) will talk about the development of CityPlan, an UrbanSim LUTI model for Melbourne and its application for the Suburban Rail Loop Project. Stuart Donovan and Rhiannon Rutledge (VLC) will talk about Spatial, a simplified SGE land use modelling framework and a case study using Spatial to assess Faster Rail between Melbourne and Geelong. Bonnie Barker will discuss the practical implementation of LUTI modelling into the economic appraisal of projects, using Canberra Light Rail as a case study.
The session will round out with a panel discussion involving all speakers and a select group of end users of the LUTI models. This includes Lachlan Lee-Archer (Director Transport Planning, Suburban Rail Loop Authority) and Moses Lee (Manager Modelling and Economics, Infrastructure Victoria). Moderating the webinar will be AITPM’s John Richardson (Technical Leader Transport Planning & Modelling, Jacobs).

Renan Grace l Associate Director, KPMG Australia
Renan is an Associate Director at KPMG Australia, based in Melbourne with over 11 years’ experience in transport and land use planning, modelling and economics . Renan led the technical development of KPMG’s groundbreaking Melbourne Agent & Activity Based (transport) Model and CityPlan, an advanced Land Use Transport Interaction model for Victoria maintained by the Department of Transport. Renan has contributed to numerous high profile business cases including the Suburban Rail Loop, Melbourne Metro, Cross River Rail, Westconnex, Western Interstate Freight Terminal and Perth Freight Link. Renan has also contributed to strategy and policy work, including Infrastructure Victoria’s 30-Year Strategy and Automated and Zero Emission Vehicle Infrastructure advice, the latter of which won IPAA Victoria’s Evidence-Based Policy Award in 2019.
Bonnie Barker l Associate Director (Economics and Land Use), EY
Bonnie is an Associate Director at EY and has been with EY in Australia for the past 6 years. Bonnie is an economist, with a focus on urban renewal and land use, she has a passion for housing and in particular housing affordability in Australia. Bonnie has vast experience in conducting economic appraisals of land use and accessibility changes, having worked on a number of high profile, city shaping projects in NSW, Victoria, the ACT and WA. Bonnie has a Bachelor of Science in Economics from the London School of Economics and before joining EY, Bonnie spent a number of years working at Swiss Investment Bank, UBS.
Rhiannon Rutledge | Principal Consultant (Transport Economics), VLC
Rhiannon is a transport economist experienced in the delivery of cost benefit analysis for high-profile road and public transport infrastructure projects, including the $750m Eight Mile Plains to Daisy Hill upgrade and the $1.03bn Varsity Lakes to Tugun project. Rhiannon has delivered economic analyses and strategic transport planning and policy advice for clients across Australia and New Zealand, and works with Stuart on the integration between land use, transport modelling and economic analysis.
Lachlan Lee-Archer l Director (Transport Planning), SRLA
Lachlan has over 15 years' experience working across a number of Victorian State Government transport agencies. In his previous role at Rail Projects Victoria, Lachlan worked in a number of roles from business case to early stages of delivery on the Metro Tunnel Project, before working on the early development of the Melbourne Airport Rail and Suburban Rail Loop projects. Lachlan is now Director Transport Planning at the Suburban Rail Loop Authority and is responsible for transport and land use modelling inputs into the investment case and design, and for transport access considerations to the new stations and surrounding precincts.
Stuart Donovan | Principal Consultant (Transport Advisory & Economics), VLC
Stuart is an economist and engineer with 15 years’ experience working as a consultant in Australia and New Zealand. Stuart’s core areas of expertise include spatial, urban, and transport economics; multi-modal transport planning; and strategic policy. Stuart is currently completing his PhD in Spatial Economics part-time while working. In his PhD, Stuart is researching agglomeration economies, regional economic development, and land use and transport modelling.
Moses Lee l Manager (Modelling and Economics), Infrastructure Victoria
Moses leads the Economics and Modelling team at Infrastructure Victoria where he guides research on infrastructure program assessments and microeconomic reforms. Moses and his team are currently leading a large program of work to update the 30-year infrastructure strategy. This includes assessments of major projects, infrastructure to support regional Victoria’s economies and communities, and reforms such as Transport Network Pricing. Moses also has significant experience in policy-making at a national level where he advised on social and economic policy.
