Join the AITPM Transport Modelling Network (TMN) and Engineers Australia/Transport Australia Society (EA/TAS) for this webinar.
Engineers Australia/Transport Australia Society released an Urban Transport Systems discussion paper in December 2021 which raised a number of important issues related to Strategic Transport Modelling. Engineers Australia through the Transport Australia Society (EA/TAS) is interested in engaging with transport modellers .
Several issues raised in their Urban Transport Systems discussion paper include:
- The need for a change in the overall planning methodology in which models are used (‘Vision and Validate’ rather than ‘Predict and Provide’);
- The need for more strategic planning studies and associated modelling - we seem to do more project level planning and modelling but less strategic/network level planning and modelling now than we did 2 decades ago;
- The need for more “scenario planning” (i.e. not just one network scenario and one land use scenario) We need more careful design of the scenarios to be modelled; and
- If a consensus can be reached on these issues, as EA/TAS would like to go to government stakeholders with a statement that the industry all support a change in transport planning methodology along these lines.
This event will feature a brief 10-15min introduction to the Urban Transport Systems discussion paper by Emmerson Richardson and Scott Elaurant followed by a roundtable discussion chaired by Steven Piotrowski.

Emmerson Richardson | RAC Councillor I Transport Australia Society and Engineers Australia
Emmerson Richardson has fifty years of experience working in the traffic and transport planning sector in London, Melbourne and Perth. He has extensive experience in development of transport strategies and transport and land use policy. Emmerson is a past chairman of the Institution of Engineers’ National Committee on Transport. He is now retired from full time employment but continues to make a contribution to public life through his work as an RAC Councillor ( a position he has held for nine years) and in transport policy development and review work for the Transport Australia Society and Engineers Australia. Emmerson chaired the national working group of Transport Australia society, that prepared the Urban Transport Systems discussion paper for Engineers Australia.
Scott Elaurant | Six Cats Consulting
Scott Elaurant is a civil engineer/economist with 35 years’ experience in infrastructure planning, design and economics. He worked for Jacobs for 13 years as transport planning lead for their Adelaide office. Prior to joining Jacobs in 2006, he was head of discipline for road planning in Queensland Main Roads. In both roles, he led multi-disciplinary teams of engineers and planners in planning and design of major road and public transport projects in Australia, New Zealand and South East Asia. In recent years, Scott has focused on concept development and business cases for urban roads and light rail including land use integration.
Steven Piotrowski | SMEC
Steven Piotrowski is a Technical Principal - Transport Modelling with SMEC based in Perth. He has a unique range of experience in transport planning, finance and property. Steven has more than thirty years of experience in transport planning, transport modelling, public transport planning and traffic engineering in Canada, the UK and Australia. He has also undertaken consulting assignments in New Zealand, Malaysia, Indonesia and Hong Kong. Steven is a Fellow of Engineers, Australia and of the Australian Institute of Traffic Planning and Management (AITPM). Steven is a member of the AITPM’s national transport modelling network (TMN) and is also a member of the Transport Australia Society's WA Committee.
