About this event
Strategic transport modelling forms the basis of forecast travel demand to inform business cases for transport infrastructure investment and the more detailed operational modelling. In the ACT, the robustness of the Canberra Strategic Transport Model (CSTM) outputs is dependent on the data accuracy of the model inputs used to calibrate and validate the model, and to develop the future model scenarios.
While the CSTM considers existing planning policy directions in the ACT, it also models transport considering land use, network, and transport costs information as well as the census demographic and journey to work data and household travel survey outcomes.
The presentations in this event focused on how the ACT planning policy and data inform strategic transport modelling and keep the ACT moving while it grows. These include the new ACT District Strategies and how it guides the update of land use data in conjunction with Treasury population projections, and insights from the 2022 Household Travel Survey and how it informs various trip rates concurrent with the 2021 ABS Census data to inform the CSTM Enhancement and Recalibration currently underway as part of the Connected and sustainable Canberra - Modelling transport across Canberra initiative.

#1. 2022 Household Travel Survey Insights – Alex Simmons | Ipsos
Alex will be presenting on how the key to quality inputs being used in calibration or validation of any model is reliant on the accuracy and robustness of the data being collected. The Household Travel Survey collects data, which is robust, accurate and replicable through a combination of the high standard sampling, proven data collection methods and quality control checks throughout the process. Alex will walk through the key aspects of the Ipsos approach to Household Travel Surveys and look at key metric comparisons between the 2017 and 2022 surveys.
#2. New ACT Planning System and District Strategies – Trina McFarlane | EPSDD
Trina will be talking about planning reform as a major priority for the ACT Government. As Canberra continues to grow, the EPSDD has considered how the planning system could be improved to deliver the vision set out in the ACT Planning Strategy. District Strategies were released in September 2023 and are a key element of the reformed planning system along with a new Planning Act and a new Territory Plan. District Strategies will implement broader government policies and strategic directions at district level. District Strategies identify how, where and what growth might occur in Canberra to 2023 and beyond to 2050, and what is required to support this change.
#3. CSTM Land Use Update – The Balancing Act of Land Use Forecasts - Julian Szafraniec | SGS
Julian will be talking about the recent approach used to update the land use projections for CSTM. This involved balancing unconstrained Treasury forecasts with new information and policy directions provided in the recently released ACT District Plans. The presentation will also touch on approaches used in other jurisdictions and how this balancing act between land use trends and policy directions can be managed.
#4. CSTM Enhancements and Recalibration – James Ramsey/Lindsay Jacobsen | SMEC/VLC
James and Lindsay will be presenting on how TCCS has recently undertaken a new household travel survey and is part way through a major update of the Canberra Strategic Transport Model (CSTM). In this presentation they will explore key findings from this post-COVID household travel survey and outline the new features that CSTM will contain. This includes going from separate peak hour models to a 24-hour representation of travel, disaggregation of travel purposes, enhanced Park & Ride functionality, inclusion of commercial vehicles, walk and cycle modelling as well as innovative use of datasets to plug gaps including in visitor travel modelling.

Alex Simmons | Ipsos
Alex is the Director of Methods and Analytics for Ipsos Australia. Alex has worked in the social research industry since 2006 specialising in the design and development of data collection methodologies for projects of all sizes. As well as over 15 years of practical experience, Alex also has a Master of Applied Statistics. Combining his operational and management skills with his qualifications has meant that he understands data collection modes and techniques, methodologies, sampling, weighting and project automation which is second to none in the Australian business.
Trina McFarlane | EPSDD
Trina is Senior Director, Strategic Planning and Policy in the ACT Environment, Planning and Sustainable Development Directorate and a Fellow of the Planning Institute of Australia. Trina is a Registered urban planner with 20 years of experience in senior positions leading and managing teams and projects on planning reform, strategic planning, urban and regional planning, and policy development.
Julian Szafraniec | SGS Economics and Planning
Julian is an urban economist who has extensive experience applying economic theories and models to urban and regional issues across Australia and internationally. He has provided advice to all tiers of government and the private sector, contributing to better policy and investment decisions around the dynamics of housing, transport, community infrastructure and the general economy.
James Ramsey | VLC
James is a Principal Consultant (Transport Modelling) at VLC. He has over 10 years of experience working in transport consulting in Australia, the UK, and Scandinavia. He has held senior roles within a broad range of transport modelling, demand forecasting, land use modelling, data analysis, and transport economics studies.
Lindsay Jacobsen | SMEC
Lindsay is a Senior Associate (Transport Planning and Advisory) at SMEC. Lindsay has considerable strategic modelling experience using EMME and TransCAD for projects in ACT and NSW, including as the modelling lead in strategic transport model calibration projects using both software packages. He has previously been involved in the calibration of the CSTM to 2016 conditions and more recent upgrades to its functionality.
