About this event
AITPM QLD Branch, with sponsorship from TTM Group, are proud to host the second in-person event at Toowoomba. Join us as we hear from three transport practitioners who will speak about planning and delivering infrastructure in uncertain times, drawing on Toowoomba based experiences.
Three presenters will be sharing their insights on this theme.

Speaker #1: Brian McKay
A new approach to (road) trunk network definition and the historical decisions that shape today’s thinking
Current legislation requires local governments to deliver a local infrastructure plan in order to support future economic and population growth, this is based on the Council’s trunk network – what is the trunk network, how is it (historically) defined and how should it / could it be defined.
Speaker #2: Andrew Holden
Alignment of project planning to strategic transport outcomes
Project planning often involves making difficult recommendations and tough decisions. The criteria used by planning practitioners to identify, develop and assess options can often shape the direction of a project and ultimately dictate the form of the infrastructure that it delivers to the transport network. The presentation considers the importance of aligning decision-making criteria to the strategic vision and direction of the transport system and examines a case study which successfully used this principle to guide an infrastructure project towards an acceptable and appropriate solution.
Speaker #3: Gerard Reardon
Rethinking how we deliver transport infrastructure
The COVID pandemic has forever changed where we live, how we work and how we move. Planetary pushback demands sustainable transport systems. Information and communication technologies are rapidly reshaping mobility and travel demand. Changing social norms and intergenerational behaviour need new business models. The Australian government has committed to Vision Zero by 2050, and within this changing environment local governments are being required to deliver better urban design outcomes with increasingly limited budgets. This presentation outlines the trends reshaping transport demand and mobility and the changes needed in planning and design of transport infrastructure in response to community expectations.

Brian McKay | Toowoomba Regional Council
Brian is a social scientist and Transport Planner whose specialties include: planning for the built Environment, Traffic Engineering and Transport Modelling (from Macro through to Microsimulation); Brian brings with him almost 35 years of industry experience and knowledge from projects around the world including France, Hungary, The United Kingdom, Hong Kong and Australasia. His current key interest area is the role that the built environment can support health of hinder ‘mind body and soul’. Brian hopes to help shape future environments that support and foster wellbeing while helping to negate the effects of the current climate emergency
Andrew Holden |Department of Transport and Main Roads
Andrew is a civil engineer based in Toowoomba. As Principal Engineer (Project Planning) for Department of Transport and Main Roads in the local district office, he and his team are responsible for developing business cases for improvements to the state-controlled transport network that meet community expectations and provide value for money. He enjoys the relational and problem solving aspects of project planning, while also bringing around 15 years construction experience to the role. He also enjoys not being at work, spending time with his family and local church community.
Gerard Reardon | TTM Group
Gerard is a Director with the TTM Group and holds a Bachelor degree in Civil Engineering and a Masters Degree in Engineering Science. With over 33 years of experience in transportation planning and traffic engineering, Gerard is passionate about ensuring policies and investment in the transport system reflect the changing travel patterns to achieve increased economic productivity, improved road user safety and enhanced urban design, as well as complementing preventive health initiatives. Gerard has previously held senior positions with both Brisbane City Council and the Department of Transport and Main Roads providing advice on strategy, policy and transport infrastructure planning. Over the last two decades Gerard has worked in private practice providing government and private sector clients strategic transport planning and traffic engineering advice.
