About this event
Walking, cycling and personal mobility devices have all enjoyed a resurgence as we adapt to post-pandemic life in 2023. This seminar brings together speakers involved in the planning, delivery and data side of active transport infrastructure, to get insight into their work.

#1: Cyclist and pedestrian safety at roadworks, presented by Michael Langdon and Daniel Innis
The Queensland Government has committed to improving road safety across the Queensland road network. Roadworks, and the changes to the road (and roadside) environment, can raise safety and accessibility issues for people walking and riding bicycles. Roadworks can create an unsafe environment for these users if safe and appropriate alternative paths of travel and crossings are not provided. In recognition of this, as part of the delivery of the Queensland Cycling Action Plan, TMR has developed an online course about provision of safe travel path for bicycle riders and pedestrian at roadworks for local government decision makers and traffic management professionals. The ‘Cyclist and pedestrian safety at roadworks’ Accelerate course is now available for staff involved in roadworks and the creation of traffic management plans, or anyone interested in learning more about how to create safe environments for people walking and riding through roadworks. The course provides an overview of the current guidance available to practitioners, the principles behind providing a safe roadworks environment, and present effective treatments for resolving common issues experienced by people walking and riding bicycles.
#2. Infrastructure for Cycling & Walking Technical Training – pandemics, lockdowns, walking and e-scooters: an Industry Update, presented by Michael Langdon and Jerryn Zwart
Since 2008 the Department of Transport and Main Roads (TMR) has been delivering Technical Training courses on the planning and design of infrastructure for walking and cycling. Over that time there have been many changes in both the industry and how the infrastructure is being used. While the pandemic and associated lockdowns put a halt to many in-person, field-based training courses, the demand for this has remained and as restrictions have been lifted there has been a resurgence in interest. In addition, the recent TMR Walking Strategy has brought a focus on infrastructure for walking and the Personal Mobility Device (PMD) reforms have put safe infrastructure for e-scooter users in the spotlight. #3. Road safety frontiers in the suburbs - Learnings from active transport infrastructure planning to schools in the Sunshine Coast, presented by Prue Oswin – Sidelines Traffic
Road safety and active transport are very good friends. In this friendship, road safety supports people to walk and ride in safe environments. Active transport, makes roads safer by eliminating high-risk trips from the network. This presentation looks more closely at high-risk versus low-risk trips. It also considers how focussing on children’s trips, provides an opportunity, to improve road safety and active transport, outside city centres. Case study findings from active transport planning projects in the Sunshine Coast will be presented as part of this presentation.
#4. The rise of Personal Mobility Devices (PMDs) both public/shared and private in Queensland and the Infrastructure Management & Delivery implications for path user management, presented by Michael Langdon
Footpaths in Queensland, as well as enabling travel for people who walk of all ages and abilities also need to provide for:
- Wheeled recreation device - such as rollerblades, skateboards, roller skates and foot scooters,
- Personal mobility device - such as a rideable (for example, e-scooters, Segway, e-skateboards, hoverboards),
- Motorised mobility device - such as wheelchairs, motorised (shopping) mobility scooters and electric wheelchairs, and
- Bicycles.
With this variety of path users in Queensland and the introduction of new public/shared e-scooter schemes in 2018 and updated road rules for ‘personal mobility devices’ (PMD) in November 2022, Queensland has had to make a variety of both transport system and infrastructure responses over the years. This presentation will provide an overview of path user conflict and management, as well as results from recent PMD Traffic Surveys.

Michael Langdon | DTMR
Michael Langdon is a Senior Advisor on Cycling and Walking Infrastructure Management and Delivery issues with the Traffic Engineering Team of the Engineering & Technology Branch of the Queensland Department of Transport and Main Roads. He has expertise in bicycle and pedestrian infrastructure design, technical publications, technical training, traffic data analysis, and project management. Previous work has included: Principal Cycle Network Planning, Cycle Strategy Development, Regional Transport Planning, Transport Social Marketing, Passenger Transport Strategy, and Community Transport Development. Daniel Innis | DCI & Associates
Daniel Innis is the Director of DCI & Associates, a town and transport planning consultancy providing infrastructure, advisory and development planning services across Australia. He has extensive experience relating to active transport corridors and infrastructure as well as transport planning for public transport, networks and corridors, and advising on infrastructure development. Daniel is currently working with TMR's Engineering and Technology Branch undertaking research and training support on various topics including walking and cycling infrastructure. Jerryn Zwart | Zwart Transport Planning
Jerryn Zwart is a contractor for Department of Transport and Main Roads, assisting with technical notes and training delivery. She led the development of the newest course, the Walking Infrastructure Masterclass. Jerryn has been in the industry for over 25 years and is the director at Zwart Transport Planning, a consultancy firm that specialises in active transport for local and state government. In this role, she has been involved in many active transport projects including the Queensland Walking Strategy and the Walking Network Planning Guidance. She is now assisting multiple local governments with the delivery of walking network plans across the State. Prue Oswin | Sidelines Traffic
Prue is an Active Transport Engineer, and Director of Sidelines Traffic. She started her career in the water industry and shifted into active transport in 2009, uniting her profession with her values and passion for a more sustainable and equitable transport system. In active transport, she’s worked on all sorts of projects from shared paths in regional communities, to capital city cycleways and local and regional strategic plans.
