The AITPM WA branch invites you join this in-person event designed to provide an insight into Land Use Planning and Movement & Place. The event will present a range of perspectives on how these topics are considered from experts in the industry.
Western Australia has undergone considerable growth in recent years and is expected to continue to grow. It is essential that appropriate planning and consideration for competing priorities is completed to facilitate the growth without losing what makes our neighbourhoods so special. We will hear from industry experts from different areas in the field and how they approach these challenges in their work.
We will hear from:
1. Louise Fogarty - Department of Transport:
Movement and Place is a concept that recognises roads and streets have two different and sometimes competing roles - to transport people and goods (movement) and as destinations in their own right (place).
The Movement and Place Framework for WA is being developed by DoT in collaboration with a Technical Reference Group including representatives from Main Roads WA, the Public Transport Authority, Department of Planning, Lands and Heritage, METRONET, Road Safety Commission and the WA Local Government Association.
Use of the Movement and Place Framework will help practitioners to reach an agreed strategic position on the role of a road or street. The road or street would then be further planned, developed and operated to achieve this agreed position.
DoT will provide an introduction to the WA M+P Framework, the development journey so far, what it looks like and delivers, and some insights from testing.
2. Karen Hyde - Taylor Burrell Barnett:
Karen Hyde is a Principal at urban planning and design firm, Taylor Burrell Barnett. Karen has over 38 years of planning experience. She completed a Bachelor of Science (Honours) in Town and Country Planning at Heriot Watt University, Edinburgh and is a Registered Member of Planning Institute of Australia. Karen has been a specialist member of the Development Assessment Panel in WA since 2011 and provides planning advice to the Development WA Land Redevelopment Committees. Karen is an active member of the State Design Review Panel and Chair of the City of South Perth Design Review Panel. Karen is also an enthusiastic member of the Property Council WA Cities and Emerging Precincts Committee. Karen works collaboratively with her clients to create, innovate and guide a range of statutory and strategic planning and engagement tasks in Perth and the regions.

Investing in our town centres – supporting people friendly streets
There’s a growing demand from the wider community to be environmentally conscious, cut emissions, reduce congestion and to make centres more pedestrian and cycle friendly. We are also facing a significant shift in the way in which our town centres are used due to Covid, resulting in a desire for greater space for social interactions and on-line shopping and working from home. 15-minute cities and citizen placemaking are gaining support as concepts for people to live, learn and thrive. Cities and centres around the world are experimenting with road diets and traffic evaporation, as a means to stimulate investment, increase footfall and strengthen positive experiences. So, what does this mean in a Perth context, for our centres and high streets? What are the issues and the opportunities and what can we learn from other examples and best practice? What was the community reception, was there a benefit for business, was there traffic chaos? The presentation will explore these aspects and aim to stimulate discussion on the future of our town centre streets.
3. Joanne Cammack - Main Roads Western Australia:
Joanne Cammack has undertaken road planning (statutory planning) within Main Roads since 2014, assessing development applications and structure plans, before moving to a strategic planning role in 2017. Joanne was involved in the Future Roads Project which assessed and identified future state roads and undertook road classification assessments for roads which transferred from Local to State Government management. She has been in the role of Road Classification Manager role since October 2019.
There are around 50,000 roads in WA. Main Roads WA manages around 700 highways, main roads, ramps and rotaries, comprising about 19,000km1 of roads across the State.
The 138 Local Governments manage, between them, around 48,000 roads, or 195,000km of road length2, which is about 90% of the WA road network.
Because of the size and diversity of the State, Main Roads and Local Governments, between them, developed the current WA Road Hierarchy to assist in maintaining consistency in road types, treatments, traffic controls and funding relationships across the state.
The WA Road Hierarchy covers all road categories from highways and main roads (Primary Distributors), to other Distributor roads, to residential roads and cul de sacs (Access Roads). It also includes several categories of Special Use roads.
Main Roads maintains a Road Hierarchy database, mapping, and guidelines for road hierarchies across the state, also advising Local Governments on suggested road hierarchies and the process for initiating changes.
Recently Main Roads, together with WALGA, has contemplated potential changes to the Road Hierarchy to support active transport, potentially creating another category of Special Use Roads. These discussions are ongoing.
