Join us for the Regional Road Safety in Western Australia Technical Presentation followed by the Annual Branch Meeting of the AITPM WA Branch Members of the Australian Institute of Traffic Planning and Management Ltd (ACN 062 495 452) (herein referred to as AITPM) being held on Thursday 18 July 2024 from 12.00pm (AWST) via Online Zoom.
The Annual Meeting will be held via Zoom and you will need a camera and microphone to be able to participate.

1. Regional Road Safety in Western Australia - Technical Presentation
The objective of this webinar is to present an update on some of the initiatives being undertaken in Western Australia by engineers and planners in regional and rural locations to address road safety issues being faced in the State. It also outlines some of the recent reference material developed to aid practitioners in assessing crash sites and tailoring solutions. We will hear from Main Roads WA on regional initiatives and presentations on a couple of case studies; one tackling speed zoning and another on delivering a program of shoulder widening projects. We will also hear about the new Rural Safety Guide and other relevant reference sources.

Regional Road Safety Speakers
David McTeirnan | NTRO
David joined the Australian Road Research Board, now NTRO, in 2007, after 16 years working in Local Government, starting as a road design engineer then moving into traffic and road safety, before becoming a Manager for the design and traffic team at a rural Council on the fringe of metropolitan Sydney
Starting at ARRB as the NSW Team Leader, Road Safety, David is now the National Leader Transport Safety at NTRO. His experience at ARRB NTRO includes road safety research, policy review and technical advice for State road transport agencies and Austroads guide for road design and road safety. He has developed and delivered numerous road safety focused workshops to practitioners and has conducted road safety audits in almost all the Australian jurisdictions, including WA, as well overseas the Middle East, PNG, Sri Lanka, and South and North America. A significant amount of David’s work has been for the mining industry here in Australia and overseas, completing road safety audits, crash investigations, reviews of site traffic management and the development of road design guidance for BHP Billiton, Rio Tinto, Teck Resources, MMG, WGJV, Newcrest, and Cristal Mining.
Paul Starling | Main Roads WA
Paul has worked at Main Roads Western Australia for a total of 12 years. He began his Main Roads career with Heavy Vehicle Operations initially as a Transport Inspector then later moved to Manager of Legal and Accreditation and then Manager Road Transport Compliance. Paul moved to the Road Safety Section in 2016 as the Road Safety Management System Co ordinator until last year when he was promoted to the position of Local Government Road Safety Manager.
Dragan Koncar | City of Cockburn
Dragan Koncar is the Transport and Traffic Coordinator at the City of Cockburn and has been in the role for the last 5 years.
Transport and Traffic Team manages the City’s transport network by facilitating safe, efficient, connected and sustainable movement around the City, managing traffic congestion, advocating for improved public transport and supporting alternative means of travel.
Mishal Rai | Main Roads WA
Mishal Rai completed Bachelor of Civil and Environmental Engineering (Honours) and joined Main Roads Western Australia as a Graduate Engineer. In her 5 years of Main Roads career, she has worked in Network Operations, Asset Management, Materials Engineering Branch and Infrastructure Delivery Directorate. For the past 2 years she has been working in Pilbara Region managing Project/Contract.
Donald Veal | Donald Veal Consultants
Donald Veal has over 40 years of experience as a traffic engineer and transport planner. He is a Fellow of AITPM and has served on the WA Branch Committee since the branch was formed at the end of the 1990’s, including a term as branch president.
Donald is a registered Senior Road Safety Auditor and RTM in WA, serving on both the MRWA/IPWEA Road Safety Panel and MRWA RTM Accreditation Panel.
As an auditor, Donald frequently leads teams auditing major improvement projects in rural and regional WA as well as suitability and compliance audits of roadworks involved in their implementation. He is keen to promote initiatives to reduce the crash rates endured in these areas such as those presented in this webinar.
