In 2015, the Austroads Board initiated the strategic priority project “Safety at Road Worksites”. This project was initiated in response to emerging issues in many States / Territories with serious crashes occurring at roadworks. This presentation provides a brief overview of:
• The background to the project structure and the current structure of the various elements;
• An outline of the best practice research undertaken and the Austroads Guide to Temporary Traffic Management which was published in December 2019;
• Ongoing works continue which continue to be undertaken on harmonised national training, prequalification and registration of individuals within the industry.
The presentation will be provided by Dr Dan Sullivan who is the Founding Director of “Solutions in Transport”. Dan was appointed in 2015 by the Austroads Board as Project Manager for the Safety at Road Worksites project. In this role he delivered the new ten-part Austroads Guide to Temporary Traffic Management and projects undertaking research on international best practice in safety at road worksites. Dan worked closely with the Board and a project Steering Committee to develop the program of activities for nationally harmonised training, a National Prequalification Scheme, and a National Registration Scheme for individuals in the industry which Austroads is continuing to deliver.
An overview is also provided of the national implications of the intended changes to the industry. The presentation will be supported by an overview of the Victorian program for harmonisation presented by James Ritchie. James has over 15 years experience in State Government specialising in uplifting industry safety and maturity through change management and continuous improvement.

Dr Dan Sullivan | Founding Director of “Solutions in Transport”
Dan has 30 years’ experience across a range of businesses in Australia and the UK and has worked in both Private Sector and Government Agencies. Dan has a degree in Civil Engineering, a PhD in Traffic Engineering, and an MBA.
Dan was appointed in 2015 by the Austroads Board as Project Manager for the Safety at Road Worksites project. In this role he delivered the new ten-part Austroads Guide to Temporary Traffic Management and projects undertaking research on international best practice in safety at road worksites. Dan worked closely with the Board and a project Steering Committee to develop the program of activities for nationally harmonised training, a National Prequalification Scheme, and a National Registration Scheme for individuals in the industry which Austroads is continuing to deliver. Dan continues to undertake work for Local and State / Territory governments as well as industry assisting industry transition to the new systems.
Dan has undertaken every aspect of the planning and design processes for temporary traffic management including modelling of traffic impacts, coordinating with constructability options, and identification of the preferred scheme and the associated impacts. Dan’s practical experience is supplemented with roles in the development and management of standards and guidelines for traffic management at roadworks and in undertaking research on new practices and innovations.
