Presentations I Speakers:

#1.  Sustainable Public Transport in Growth Areas - David Freer |  Hartecs Group

• A research study to identify a the best approach to running a sustainable public transport service in a urban growth area.
• Sustainable in the terms of it meets certain proposed and agreed KPI’s, which  essentially aim to address some of the challenges current approaches face  in providing a service that offers a practical  mode choice for some trips for residents. These issues are well documented, the focus here is identifying an alternative  approach.
• The outcome of which will be a report to TMR in December 2023 that contains a Terms of Reference (TOR) to support a possible trial in the New Year.
• Potential trial sites being investigated with TRC and local developers.

#2. Financial Implications of  Different Development Patterns - Aaron Donges | Hartecs Group

• Using a hypothetical case study of a potential development area in the Toowoomba region, this presentation will explore the financial implications of different development patterns and provide a discussion on potential impacts to government policy, planning and decision making.
• Undertake a case study based on the Major Development Area west of Troys Road, as identified in the Draft Shaping SEQ 2023 update. Otherwise, this same exercise could be undertaken for a different development area.
• Develop multiple scenarios for this area to understand the overall ROI using a mix of different development patterns (land uses, densities, etc.). This will consider the cost to provide and maintain infrastructure over multiple lifecycles against the revenues able to be collected. For simplicity, the intent is that this will focus on direct cash in-flows and out-flows for TRC in order to create a ‘closed-loop’. This will not consider downstream economic impacts such as job creation, regional economic development, etc.

#3. Planning for Active Transport and Accessibility -  Andrew Holden and Michael Coutts | TMR

Active transport (walking and riding) is the most sustainable form of transport and is the first and last component for almost every journey we make. In 2018, Queensland Health found that 40% of adults and 59% of children are not getting enough physical activity (Queensland Health, 2018).

There are wide range of benefits from investment in active transport infrastructure such as improved community health, social inclusion, and local economy, as well as reducing traffic congestion and emissions.

The Department of Transport and Main Roads (TMR) have the Queensland Cycling Strategy and Queensland Walking Strategy, together with action plans, that layout the priorities for TMR to plan, build, and encourage more active transport in Queensland. These strategies are supported by policy and programs to invest in active transport infrastructure to deliver a single integrated transport network for a more sustainable transport system into the future.

TMR's Accessibility and Inclusion Strategy also affirms the department's commitment to inclusive and collaborative design, including compliance with all disability, anti-discrimination, and human rights legislation.

Planning for active transport therefore requires careful consideration of accessibility and equity issues, informed by appropriate consultation and engagement activities, to seek what genuinely constitutes the best possible outcome for our communities.
