AITPM QLD Branch in collaboration with GHD are proud to host this in-person event in Toowoomba, Qld. Join us to hear from key speakers on Transport and Place Integration, Navigating the Journey of Disruption and Green and Inclusive Streets for Toowoomba Region.
Presentations I Speakers:
#1. Transport and Place Integration – Catherine O’Brien, Technical Director Urban Design | GHD Toowoomba
The role that transport infrastructure plays in cities and regions, goes beyond its movement function. Streets and paths also create places for people to journey along, connect, recreate and explore. As such, they play an important role in social and economic exchange, urban ecology, and climate resilience, that contributes to the life, energy and prosperity of our communities.
Shifting the thinking from transport corridors solely in terms of functional considerations to how these significant pieces of infrastructure contribute to the identity and vibrancy of places, user behaviours, urban integration and resilience – has been an important leap and trail now blazed with several success stories.
This presentation will focus on leading urban design practice to achieve integrated place and transport outcomes which are highly responsive to community and user needs. It will also be a reflection on the benefits and learnings realised for the Level Crossing Removal Project and Mildura CBD Plan.
#2. Navigating the Journey of Disruption – K Leung, Manager Human Central Design | GHD Digital
Disruptions can seem inevitable as our regions become more connected through transportation. Engaging citizens and the workforce becomes crucial as our infrastructure and technologies evolve simultaneously. In this presentation we will look at how data and empathy work together for a resilient workforce behind our changing transport network. We'll explore examples of innovation to managing the commuter experience during long-term disruption, and share learnings from transport agencies to embrace disruption confidently.
#3. Green and Inclusive Streets for Toowoomba Region – A study of relationship between the private and public realms – Farnoosh Shokoofan and Alison Banks | Toowoomba Regional Council
Streets are an intrinsic part of the public realm. They facilitate the movement of people whether it’s walking, cycling, scootering, or driving, but they are also “places” that support a diverse range of activities. Toowoomba is a Region known for its reputation as the “Garden City”, however the recent developments in the last decade aren’t contributing to this image. This is caused by design that’s not in line with best practice and recent approaches both in public realm (streets) and private realm (buildings, landscaping and other elements). We will provide an overview of two studies undertaken by Toowoomba Regional Council as part of a bigger program to develop the new Planning Scheme. The Toowoomba Region Urban Form Framework (TRUFF, completed in 2021) and Urban Form Guidelines (currently underway) explore how to improve the street design for greener and more inclusive streets and key considerations for integrated land use and transport planning.

Catherine O’Brien | GHD Toowoomba
Catherine is an urban designer and planner with over 18 years of experience, working on a range of city shaping projects. During her professional career, practising in both Australia and Egypt, Catherine has developed a strong passion for building resilient precincts through creative and innovative planning solutions.
Catherine has worked with GHD for over 12 years across Melbourne and South-East Queensland offices. Central to Catherine’s practice is meaningful engagement with Traditional Owners, stakeholders and communities and ensuring that ‘place’ and ‘people’ considerations are at the core of design solutions and strategies. Over the past 8 years, Catherine has led and delivered a number of major transport and precinct design projects within Victoria – notably the Level Crossing Removal Project, Western Melbourne Transport Study and Mildura CBD Plan.
K Leung | GHD Digital
K brings a human-centred lens to designing meaningful experiences – placing citizens and employees at the heart of design. Based in Brisbane, she has supported the delivery of strategic transformation and innovation initiatives in the transport sector while in her role with GHD Digital’s D-Lab. Driven by curiosity about how experiences can be shaped by our built and psychological environment, K has delivered creative solutions integrating human perspectives across a variety of industries including energy, finance and environment.
Farnoosh Shokoofan | Toowoomba Regional Council
Farnoosh is a competent and passionate Urban Designer working at Toowoomba Regional Council and the current Planning Institute of Australia’s QLD Young Planner of the Year. She was awarded a Bachelor’s degree of Urbanism and completed her Masters of Urban Design in 2018. Born and raised in a ‘megacity’, Farnoosh is enthusiastic about people and places. Her interests include placemaking, behaviour settings and analysis of user behaviour, and natural disaster resilience, specifically landslide resilience. She’s been involved in the Toowoomba Region Urban Form Framework and Urban Form Guidelines projects investigating how to consistently integrate urban design into policy and controls to achieve better urban form outcomes for Toowoomba Region.
Alison Banks | Toowoomba Regional Council
Alison is a registered landscape architect and has been involved in landscape architecture and design since 2008. Alison has worked in local government since 2011. Within local government Alison has worked as a landscape architect in Parks & Recreation Services at Toowoomba Regional Council, and within technical services teams at Western Downs Regional Council and Ipswich City Council. Alison’s current role is Principal, Urban Designer in the Regional Architecture and Heritage branch at Toowoomba Regional Council.
