About this event
Although community engagement is typically undertaken for transport projects, at times the engagement either misses critical user groups or their feedback does not get appropriately factored into the project. At this event, our speakers from both the public and private sector will discuss what they are doing in Victoria to best involve the community in transport corridor and network planning such that they can tangibly influence decision making.
This event will cover:
- frameworks used in Victoria to overcome these issues by framing these matters in ways best understood by the community – i.e. through ‘transport love languages’
- how community research was undertaken to inform recent Infrastructure Victoria bus reform work
- specific projects where bespoke approaches were used to engage the various community groups and the outcomes that were achieved

Matthew Raisbeck | Principal Transport Planner | Infrastructure Victoria
Matthew is a skilled transport planner who has almost 20 years’ experience in the transport industry across government and the private sector. He is currently the Principal Transport Planner at Infrastructure Victoria, where he is working on their city, housing, transport and planning research projects.
Clare Huggins | Principal Transport Planner | Stantec
Clare is a strategic planner with nine years professional experience in transport, planning, and sociology. She has specific expertise in transport, policy and strategy development, research and analysis, impact evaluation, engagement and capacity building, and gender-impact assessments.
She has specific expertise in transport, policy and strategy development, research and analysis, monitoring and evaluation, engagement, and capacity building. Clare enjoys working with multidisciplinary teams, problem-solving and developing assessment frameworks to test and prove solutions.
Through her deep listening and facilitation skills she works to establish meaningful relationships to achieve evidence-based and sustainable project outcomes. Clare has delivered projects in varied contexts and excels and creates narratives that align with client and stakeholder expectations.
Raelene Stratton | Associate Director | Department of Transport and Planning Victoria
Raelene Stratton is an Associate Director at the Department of Transport and Planning (DTP) in Victoria, Australia. She leads the development and implementation of the Movement & Place Framework, integrating land use and transport planning with an additional focus on road safety and the environment. With a rich background in town planning and over 19 years of experience across government and private sectors, Raelene has a unique skill set that includes strategic and statutory planning, project management, and environmental science. Her leadership in diverse and hybrid team environments is marked by authenticity and achievement-focused goals.
