About this event
The AITPM Victoria Branch, AECOM in collaboration with Transport Australia Society are excited to host an in-person technical event on what’s next for e-scooters in Melbourne.
Victoria launched shared e-scooters in the Cities of Melbourne, Yarra, Port Phillip and Ballarat in 2021/22. The Melbourne trial has been lauded as an “Enormous success” by the Minister for Roads and Road Safety. Melbourne has seen some of the strongest demand for e-scooter trips in the world. This year some other cities around the world are stepping back from their much earlier foray into shared e-scooters. Melbourne’s overly cautious approach, informed by lessons learned from other cities as well as our own experiences with previous shared bike schemes, seems to have paid off. The key question for us now is, what’s next for e-scooters in Melbourne.
There have been only a few previous smaller events relating to the e-scooter trial in Melbourne. However, this will be the first since the trial was extended and private use was added in April 2023. Other councils have also now been permitted to join the trial. This event will give them the opportunity to gain insights from the trial councils. We will discuss lessons learned, ways forward, offer participants to ask questions and see some of the newest eScooters available.

Damon Rao | AECOM
Damon is a specialist in Strategic Transport Planning with experience in State, Metropolitan and Local Government across a range of urban and transport planning projects. Between 2020 and 2023 he was project manager of the City of Melbourne shared e-scooter and shared e-bike trials. By combining strategy and policy with a hands on approach he has steered potentially risky projects to success, winning supporters from the unlikeliest of allies along the way.
Professor Geoff Rose | Monash University
Professor Geoff Rose has been an academic at Monash for nearly 30 years, teaching and researching in the areas of transport planning, travel behaviour and emerging technology. He is a Fellow of Engineers Australia, Australian Institute of Traffic Planning and Management and The Institute of Transportation Engineers. He serves on the panel established by the Victorian Government to evaluate the trial of shared e-scooters which is currently underway in inner Melbourne and Ballarat.
Daniel Vigilante | Department of Transport and Planning
Daniel is a Senior Policy Officer in the Transport Network Policy & Reform branch within the Department of Transport and Planning. He has been working on micrmobility policy for the past 3 years and has been managing the Victorian Government’s e-scooter trial since its inception. He has over 10 years’ experience in the public service, including 3.5 years working for the Commonwealth Government in Canberra.
Karen Roache | City of Port Phillip
Karen is the Senior Shared Transport Planner for the City of Port Phillip. Since 2018 Karen has been wrangling with o-bikes, overseeing car share operators and managing the shared e-bike and shared e-scooter trials for the City of Port Phillip. She has a very close working relationship with her colleagues in adjoining councils but most of all Karen represents the interests of the local community in the City of Port Phillip.
Richard Hannah | Neuron
As the head of Neuron’s operations in Australia and New Zealand (ANZ), Richard is known for his collaborative work with local and state governments, and oversight of Neuron’s operations across the region.
During Richard’s tenure, Neuron has grown to be the largest and most trusted e-scooter operator in the region, extending across every state and territory. Neuron’s commitment to safety has led to the introduction of world-first safety features, such as the innovative helmet-lock and battery swappable scooter.
Recently, Richard helped support the launch of Neuron’s latest e-scooter, the N4, in Melbourne. This new model, with its range of cutting-edge safety features, is a testament to Neuron’s constant commitment to safety and drive to keep pushing the boundaries.
