About this event
We often try to forecast transport demand 30+ years into the future but rarely do we look back at our forecasts from 30 years ago. The Road Reserves Review (RRR) was a comprehensive transport/land use planning study undertaken between 1988-1991. A multi-disciplinary team of professionals assessed several alternative land use and transport scenarios looking forward to horizon years of 2006 and 2021.
A few years after the RRR was completed, a new Metropolitan Transport Strategy (MTS) was formulated. This event will feature several speakers and panelists who played important roles during the formation of the RRR and the MTS in the 1990s.
Light refreshments will be served prior to the start of the event.
Our speakers
#1. Nick Bursey, Former Director of the Road Reserves Review 1988-1990, (and former Director of Colin Buchanan and Partners, UK 1987-2004) will provide an overview of the RRR process and touch on some of the important recommendations.
#2. Richard McKellar, Former Manager of Metropolitan Transport Policy and Planning, WA DoT and Former Deputy Director, National Climate Change Adaptation Research Network will talk about the development of the MTS. He will broadly cover the process and content and will also refer briefly to prior transport policies on which it was built.
#3. Ian Ker, Principal at CATALYST, Former Director of Transport Policy, WA Department of Transport, 1987-2001 will present his thoughts on the vagaries of implementation of the RRR and the MTS.
#4. Steven Piotrowski, Technical Principal – Transport Planning & Advisory, SMEC will compare RRR transport modelling forecasts with observed outcomes and reflect on the conclusions and recommendations of several historic transport planning studies including the Future Perth Strategic Transport Evaluation.
#5. Emmerson Richardson, Former Executive Director, Department of Transport, WA will be a member of the follow-up discussion panel and will communicate some relevant key findings of a recent National Transport Systems Paper from Engineers Australia.
Learning Outcomes
Some questions that this event will attempt to answer:
- How good were our forecasts in the RRR?
- Did we achieve our objectives? If not, why not?
- Obviously, the pandemic was not forecastable. But what other things may have happened in the past 30 years to affect the accuracy of our forecasts?
- Did we get the population and employment forecasts correct? If not, how were they different from reality?
- What were our targets in the Metropolitan Transport Strategy?
- Did we achieve them? If not, why not?
- What sort of transport system do we want in the future and what do we need to do to achieve it?

Nick Bursey | (previously RRR and Colin Buchanan and Partners)
Nick Bursey, now retired, was a transport planner and Director of Colin Buchanan and Partners, one of the UK's leading transport and planning consultants at the time of the RRR. In the course of his career, he has worked in many countries, advising public authorities and transport operators, including in the UK, middle east, China, Africa, and Australia. He retired to live in Perth in 2004.
Richard McKellar | (previously Department of Transport WA)
Richard McKellar, now retired, worked on planning and policy for transport and other sectors and topics during his career. Previously, Manager of Metropolitan Transport Policy and Planning, WA DoT and Former Deputy Director, National Climate Change Adaptation Research Network. He has had extended experience with climate change related research and policy.
Ian Ker | CATALYST
Ian Ker is an economist by training, who worked with so many engineers, planners and many other transport professionals in his 45-year career that he is literate in a range of other disciplines. He has been involved in policy development, planning and research in relation to freight transport, railways, ports and shipping, public transport, bicycles, walking, access for people with disabilities and travel behaviour change. In his 'spare' time, he was an elected Councillor for the Town of Vincent from 1995 to 2009. He is now a thorn in the side of the Fremantle City Council.
Steven Piotrowski | SMEC
Steven Piotrowski is a Technical Principal, Transport Planning & Advisory with SMEC based in Perth, WA. He has 30+ years of experience in transport planning, transport modelling, public transport planning and traffic engineering in Canada, the UK and Australia. He has also 7+ years of experience in infrastructure finance, equities analysis and property funds management. One of his first jobs in Perth in 1989 was as a Graduate Engineer on the Road Reserves Review team. Steven is a Fellow of the AITPM and Engineers, Australia. He was elected Chair of the AITPM’s national Transport Modelling Network (TMN) in August 2023 for a term of two years.
Emmerson Richardson | (previously Department of Transport WA)
Emmerson Richardson, now retired, has had a long involvement in transport policy and planning in Australia. He joined the WA Department of Transport as Director of Metropolitan Strategy, just prior to the release of the Metropolitan Transport Strategy in 1999. In the ensuing years, he promoted greater use of public and active transport as part of a more sustainable and integrated transport system. Emmerson is a past chair of Engineers Australia’s National Committee on Transport. Currently he is the chair of the Transport Australia Society’s working group that developed the Urban Transport System Planning and Policy Advice paper, recently published by Engineers Australia.
