In the ACT, strategic transport and operational traffic models are used as transport assessment and development planning tools to facilitate integrated land use and transport planning outcomes and support the objectives of the ACT Planning Strategy 2018 and the ACT Transport Strategy 2020, to make Canberra attractive, safe, and easy to move around.
While strategic transport models inform forecast travel demand for the whole transport network, operational traffic models (mesoscopic, microscopic and intersection models) consider detailed vehicular movement and their impacts on the road network operation.
The event presentations will provide insight on the outcomes of the activities delivered under the Connected and sustainable Canberra - Modelling transport across Canberra initiative ranging from undertaking Household Travel Survey to better understand the travel patterns during post COVID19 pandemic, to calibrating and enhancing the Canberra Strategic Transport Model to better forecast travel demand, to developing the Gungahlin Traffic Reference Model to better assess the network operational performance of one of the growing districts, and assist inform land use and transport planning in the ACT.
The event will also showcase a presentation from Queensland’s Department of Transport and Main Roads on the Model for Urban Land Use and Transport Interaction that demonstrates better outcomes through integrated land use and infrastructure planning.

- Understanding the CSTM Evidence Base – Steve Roddis | Sift Research
Strategic transport models rely on detailed data inputs to accurately capture and reproduce daily travel behaviour. In this presentation, Steve will highlight key features and results from the ACT and Queanbeyan Household Travel Survey 2022, used in developing the current CSTM. This includes demonstration of a new, custom-built data dashboard that enables reliable household travel survey comparisons to be made across different regions and survey years.
- Canberra Strategic Transport Model Enhancements and Recalibration – Josh Everett/Lindsay Jacobsen | SMEC
The Canberra Strategic Transport Model (CSTM) is a key tool used by the ACT Government to plan for future transport needs. SMEC and VLC were engaged by TCCS to update and upgrade the model based on 2021 Census and 2022 Household Travel Survey data. Upgrades to the model include expansion to 24 hour with four peak periods, expansion of trip purposes, updates to the mode and destination choice processes and improvement of assignment procedures. In addition, the model outputs have been refined to provide additional data granularity and detail.
- Overview of the Gungahlin Reference Traffic Model – Ali Inayathusein/Azim Bhutta | VLC
Ali and Azim will step through the development and outcomes of the Gungahlin Reference Transport Model. This presentation will focus on how the model can be used as well as what its key outputs are. The aim is to share knowledge and facilitate further future use of the model to support planning and infrastructure planning.
- Model for Urban Land Use and Transport Interaction – Francis Selzer | DTMR
Current land use plans, and the demographic projections they underpin, do not capture how future changes in the infrastructure investment will influence where people choose to live, work, and seek education. Francis will discuss how the Model for Urban Land Use and Transport Interaction (MULTI) addresses this shortfall, by providing a mechanism for infrastructure investment and planning to integrate with land use planning processes. MULTI enables consideration of the impact that changes in accessibility and infrastructure investment have on future land-use and demographic projections.
The event will be moderated by Steven Piotrowski (AITPM TMN Chair) and hosted by the ACT Transport Canberra and City Services Directorate.
Steve Roddis | Sift Research
Steve has over 25 years of experience in transportation planning and research. He previously led the Information Services team at the Victorian Department of Transport and is recognised as a national expert in designing and analysing household travel surveys. Steve established Sift Research in 2020, to provide technical reporting and data advisory services to government and the broader transport sector.
Josh Everett | SMEC
Josh is an experienced traffic engineer and transport planner with over 18 years of experience. He has been a member of SMEC’s Transport Planning, Logistics and Analytics group in Canberra since 2006. As part of a small team, he has developed skills across a wide range of traffic and transport fields, including traffic modelling, transport modelling, transport planning, economic analysis and traffic signal design. Josh is passionate about using his skills and experience to improve the transport system in the ACT and beyond and is a strong advocate for active travel with a deep understanding of the importance of providing safe and convenient transportation options for all users.
Lindsay Jacobsen | SMEC
Lindsay is a Senior Associate (Transport Planning and Advisory) at SMEC. Lindsay has considerable strategic modelling experience using EMME and TransCAD for projects in ACT and NSW, including as the modelling lead in strategic transport model calibration projects using both software packages. He has previously been involved in the calibration of the CSTM to 2016 conditions and more recent upgrades to its functionality. He was the project lead of the CSTM Stage 1 Enhancements.
Ali Inayathusein | VLC
Ali is Executive Director of Modelling & Analytics at VLC. He has over 15 years-experience with a track record in delivering innovative data and modelling solutions across Australia including working with emerging data types such as mobile phone data and advanced agent and activity-based transport models. His local experience includes development of the Gungahlin Reference Traffic Model, CSTM development and Canberra Light Rail project modelling.
Azim Bhutta | VLC
Azim is a Senior Consultant in Transport Advisory at VLC. Azim has strong experience in transport modelling and GIS having worked on different types of transport models across Australia. He has also authored a number of advanced data visualisations for a range of modelling and transport policy studies. His most recent experience locally includes development of the Gungahlin Reference Traffic model.
Francis Selzer | DTMR
Francis Selzer is the technical modelling lead and project manager for the Queensland Government Model for Urban Land Use and Transport Interaction (MULTI). He has 16 years-experience working in the public sector with a specific focus on developing State, Regional and small area demographic and economic projections to inform policy, planning and investment decisions. Francis has specific experience in applying and developing model applications and analytical tools that provide decision makers with the best available information upon which to make informed decisions.
