Developing a South East Queensland Evaluation Framework and Visualisation Tool: A new approach to evaluating future transport and land use scenarios.

ABSTRACT
The Queensland Department of Transport and Main Roads has developed a South East Queensland Multi-modal Evaluation Framework and Visualisation Tool to quantify the ability of modelled transport scenarios to meet strategic land use and transport objectives for South East Queensland (SEQ).
The Evaluation Framework and Visualisation Tool adopts a new approach to strategic transport planning by better integrating strategic transport modelling outputs with government and community objectives, and then presenting this data in a powerful and meaningful way for decision makers to evaluate the relative merits of different transport and land use scenarios.
In doing so, a visualisation tool has been developed to interface with modelled transport scenarios to provide users with an intuitive and interactive web-based interface to help explore the relationships and trade-offs between key transport and land use objectives such as accessibility, efficiency, safety and sustainability, whilst also allowing users to explore the data behind it. The visualisation tool can help transport and land use planners to explore and debate the relative merits of different transport and land use scenarios and bridge the gap between transport models, data analytics and transport and land use planning.
The Department of Transport and Main Roads is testing the framework and visualisation tool’s effectiveness in being able to reach a more informed agreement on the desired future transport and land use scenario for SEQ. It is anticipated that the use of the framework and tool will help lead to future investment decisions that shift the trajectory of planning to a more sustainable, accessible and liveable future for SEQ.

Andrew Gilroy is an urban planner with around nine years’ experience in strategic transport planning, statutory and land use planning policy. He completed a Masters in Urban and Regional Planning in 2015. Since first joining the Queensland Department of Transport and Main Roads in 2011, Andrew has worked in public transport fares policy, statutory planning policy, regional and area transport strategy planning. Prior to working with the Department of Transport and Main Roads, Andrew worked primarily in corporate planning and performance roles within the state government over a fifteen year period and spent four years working overseas in China and the United Kingdom.
Steve Carson | DTMR
Steve Carson is an experienced transport planner with 17 years transport planning experience and holds an honours degree in Urban Planning from the Liverpool John Moores University in the UK. Steve has enjoyed a varied career working for various levels of government within both the UK and Australia. Since first joining the Department of Transport and Main Roads in March 2019, Steve has worked within the Transport Planning Prioritisation and Integration Unit working on the development of the South East Queensland Regional Transport Plans and the South East Queensland Multi-modal Planning Evaluation Framework and Visualisation Tool.
David Balfe | VLC
David Balfe is the State Director (QLD) for Veitch Lister Consulting (VLC). After five years working for Queensland’s Department of Transport and Main Roads, David joined VLC in 2014 and now leads their Queensland consulting team in transport modelling, project evaluation, economic assessment and transport planning. Throughout his career David has undertaken a variety of roles covering public transport planning, strategic transport planning, data analysis, modelling, project management plus managing various teams. His project experience covers public transport operational management, strategic planning, public transport and highway forecasting, toll road forecasting, model development, transport policy, transport economics and major project business case delivery. David holds a Bachelor of Urban Development (Urban and Regional Planning) from the Queensland University of Technology.
